Are you the production designer or director? Have a word with the director and see what he or she wants, and have a word with the producer to see what the budget is.
A lot of excellent staging decisions start off from a point of view of practicality, so see what the ideas are. Have you read the script yet? I've never seen the show, so don't know what is required. The rights are organised by Weinberger's, so you should be able to get a perusal copy of the script or extend your rental agreement of the scripts so you've got time to read it and plan it from a technical point of view.
Do you have space to fly in extra curtains/bits of set from above?
I would imagine for a show like Fame the enthusiasm of the cast doing the singing and dancing will count more for audience enjoyment than a simple set.
One word of warning, though: make sure you know where you're going to put the band!
