Neil Denounces Edinburgh BeggarsDate: 12 August 1997Andrew Neil, outspoken editor of the Scotsman and former editor of the Sunday Times, denounced Edinburgh council for not doing more to clear beggars from the city, particularly its main thoroughfare of Princes Street. Speaking yesterday at the opening of the Book Festival - part of the six-headed Edinburgh Festival - Neil said that vagrants were guilty of harassing festival-goers and other passers-by and turning the Royal Scottish Academy into 'the biggest public urinal' in the UK.
