The fees are a disgrace and most producers hate them -- except those producers who also own the ticketing agencies of course. In reality, the booking fee as charged to the consumer isn't the end of the story -- most producers absorb a further cost "on the inside" too. I'm bewildered as to how this has been able to spiral, with options for ticket buying beyond the agencies becoming so limited. Given the risk and level of work that producers take on, it seems pretty outrageous for a company to sit on top of the process skimming off such huge commissions in such a way.
Make no mistake; the agencies are making a lot of money.

I know! They are minimums though.

No. They are not facts. They are anecdotal testimony.
Obviously the Equity paydeal underpins payrates, but in reality most casts are paid on a tiered structure that can vary from the minimum, and so to say that swings are always paid more is not necessarily correct.
Thanks for taking the trouble to put the word "every" in capitals lest you weren't clear in your response. I don't think you fully understood the qualified point I was making, but at least you were emphatic.

Interesting. In practical terms I wonder how often this is the case - in terms of swings being paid more - where rates are pegged to a tiered wage structure that isn't based on the Equity minimum (albeit it, only slightly above it).

Worth bearing in mind that none of us are privvy to the deal that the producers have with the theatre -- and the theatre management and the producers are different parties. That can create a complex situation in these circumstances, that would have little to do with not knowing what to do. Just a thought.
