17 of my friends voted today for one of the nominations and the percentage did not move. Only .one percent went up on someone else's. Do you know any body that can monitor this? To see if the system is fair? Are the votes rigged and the winner already decided in each category?

Thousands of people vote in these awards, 17 people are not really gonna change much in the voting % to be honest.

Did they vote from the same computer? I believe only the first vote from any IP address is counted (correct me if that's wrong). If not, maybe the results page just doesn't update immediately?

oh yea but when you watch 17 votes go in one after the other, there should be some reaction but the percentage went down and someone elses went up. As I asked who vets these things as they do with TV...Xfactor votes etc that were once rigged

There wouldn't be any visible reaction unless the 17 votes were enough to bump up the voting percentage by at least 1% - and I very much doubt 17 votes would be enough for that, especially if the nominee in question has had lots of people voting for them. Your friends' votes will be in the system, just not visible because of the % method of giving the vote figures.
